Analyzing Pre-Construction Risk Factors in Gulf Region: An Industrial Qualitative Perspective

Abstract

The pre-construction phase is critical for the success of mega construction projects, which have grown increasingly complex and uncertain in the Gulf region, impacting project schedules and budgets significantly. Understanding the Gulf region unique nature as well as recognizing the importance of early risk identification and management, this research aims to explore specific risk factors that occur during the pre-construction phase and leading to delays in Gulf construction projects. To achieve this aim, Firstly, conducting a comprehensive review of previous literature from 2018 to 2023, to examine the current regional risk landscape. Secondly, a qualitative approach was adopted. 25 interviewees were carefully selected based on their extensive experiences in construction projects in the Gulf. Semi-structured interviews were conducted, focusing on questions related to the risk factors causing delays in mega construction projects in the region. Thematic analysis was employed to extract patterns and themes from the interview datasets. The analysis revealed ten themes, comprising 37 risk factors, out of them, 13 risk factors were newly identified specifically in the Pre-construction phase such the absence of 3D modelling / BIM, Limited variety of contract type used in the GCC, and tight duration of the bidding process. Understanding these factors can facilitate more accurate risk identification, enhance decision-making processes, and contribute to improved project outcomes in Gulf construction projects. The study differs from previous research in two keyways. Firstly, it offers deep insights into the risk factors, the utilization of the thematic analysis provided a comprehensive understanding of the causes and impacts of each risk factor, along with specific recommendations in certain cases, while previous papers just provided a list of risk factors without causes or clarifications. Secondly, the study introduces 13 new risk factors, thereby making a novel contribution to the existing literature on construction project delays in the Gulf region.
